The short answer

The HDB renovation guidelines that bind a job are short, and a breach risks a fine of up to S$5,000: only a registered firm may do the work, hacking needs written approval, structural elements may never be removed, two classes of work get two different hour windows, and the permit expires.

Who may carry out the work

Only a firm listed on the Directory of Renovation Contractors may renovate an HDB flat. That rule comes before every other rule on this page.

  1. 01 PERMIT

    Hacking always
    needs one

All demolition and hacking of walls, partial or complete, needs HDB’s prior written approval before anything starts.

  2. 02 HOURS

    Mon to Fri
    9am to 5pm

Restricted works only. General works such as painting and screed run Monday to Saturday until 6pm.

  3. 03 DEADLINE

    3 months for
    a new block

From the date the permit is granted. Existing blocks get 1 month.

Check the register yourself rather than accepting a claim. The Housing & Development Board publishes it, and it is the only list that counts.

What needs written approval before it starts

Anything structural, anything wet, and anything that changes the external appearance of the flat. All demolition and hacking sits inside that description.

Permit required

All demolition and hacking needs prior written approval

Partial or complete, structural or not. The HDB renovation permit is filed by your contractor, and nothing regulated may start before it is granted.

What may never be removed

Structural walls, beams and columns. There is no approval route for these, and no engineer letter that creates one.

Not allowed

Structural walls, beams and columns may never be removed

Get every wall classified from the floor plan before a design is agreed. A layout that depends on removing a structural wall is not a layout.

Two classes of work, two different windows. This is the guideline most often stated wrongly, including by the AI answer served for this cluster.

Permitted renovation hours, as HDB publishes them

Permitted hours for general and restricted HDB renovation works General renovation works run Monday to Saturday 9am to 6pm. Restricted works, meaning demolition, removing wall or floor finishes and cutting tiles, run Monday to Friday 9am to 5pm only, and are also barred on public holidays and five named festival eves. MonTueWedThuFriSatSun GENERAL WORKS 9am to 6pm RESTRICTED WORKS 9am to 5pm Restricted works are also barred on every public holiday and on the eves of New Year’s Day, Chinese New Year, Deepavali, Hari Raya Puasa and Christmas. Restricted works: demolition, removing wall or floor finishes, cutting tiles.
Two different clocks. Most pages on this topic state only one of them.

General renovation works run Monday to Saturday, 9am to 6pm. Restricted renovation works run Monday to Friday, 9am to 5pm.

  • Neither class runs on a Sunday.
  • Neither class runs on a public holiday.
  • Restricted works also lose the Saturday.

Does HDB allow early renovation

Not before the permit is granted, and not before key collection. Those are two separate gates and both have to be passed.

What can happen early is everything that is not work: the design, the site measure booking, the contractor appointment and the permit application itself.

  • Utilities account opened before anybody starts.
  • Contractor appointed, because only a firm may file.
  • Floor plan submitted where hacking is proposed.

Can I extend my toilet in HDB

An anchor bolt set into a bare concrete wall
Illustrative image. This site publishes no photographs of completed projects, of anyone’s home, or of any team, and nothing here is a record of work we have carried out.

Generally not. The bathroom footprint is tied to the waterproofing and the drainage below it, and both are shared building elements.

Not allowed

Bathroom floor finishes in a new flat carry a three-year restriction

Overlay is normally the route within the restriction. Extending the footprint is a different question again, and the answer is usually no because the waterproofing membrane does not extend with it.

The permit window

Approved works must finish inside a fixed window, counted from the grant date rather than the day the first crew arrives.

How the window is counted

  1. Granted The clock starts on the grant date, not the day work begins.
  2. Three months For a newly completed block, and that is the whole allowance.
  3. One month For an existing block, which is why resale programmes feel tight.

Plan the programme backwards from expiry. It is the only version of a schedule that has to be true, and it is what an honest renovation contractor will do anyway.

Neighbour notice and the displayed notice

Two separate obligations that people collapse into one. A written notice to neighbours, and a Notice of Renovation displayed at the flat.

Permit required

Written notice at least five days before works begin

Within a radius of two units. The Notice of Renovation stays displayed outside the flat for the whole duration of the works.

The penalty, and who it binds

Tile, screed and waterproofing membrane samples laid in a row
Illustrative image. This site publishes no photographs of completed projects, of anyone’s home, or of any team, and nothing here is a record of work we have carried out.

Contravening the Housing and Development (Renovation Control) Rules 2006 carries a fine of up to S$5,000 on conviction, plus other penalties.

Not allowed

The penalty attaches to the flat owner as well as the contractor

S$5,000

This is the clause most homeowners miss. Engaging a firm outside the Directory of Renovation Contractors is an exposure you carry personally, whatever your contract says.

Electrical and plumbing rules

Electrical work must be done by a worker holding an Energy Market Authority licence. Plumbing that touches shared drainage is similarly restricted.

Permit required

Electrical work requires a worker holding an EMA licence

Ask which worker will do it and under which licence, not merely whether the firm can arrange it. The two answers are different.

HDB renovation guidelines: rules, restrictions and policy in one place

The hdb renovation rules people search for go by half a dozen names. Hdb renovation regulations, hdb reno guidelines, hdb renovation policy and hdb flat renovation rules all point at the same set of published pages.

The hdb rules for renovation split cleanly into two lists. Hdb renovation permitted works are everything a permit can cover, and hdb renovation prohibited works are everything no permit will ever cover.

  • Hdb hacking rules sit in the first list, with conditions attached.
  • Structural removal sits in the second, with no route at all.
  • Everything else is a question about hours and sequence.

An hdb renovation checklist worth keeping is short. The hdb renovation requirements are the register, the permit and the hours; the hdb renovation conditions are the dates on the permit; and hdb renovation compliance is simply doing both on time.

  • Hdb renovation guidelines Singapore publishes are the ones linked above.
  • Hdb renovation restrictions are the subset that say no outright.
  • Hdb renovation approval rules are the subset that say not yet.

The renovation guidelines hdb maintains can change without announcement, so an hdb renovation guideline 2026 summary written by anybody other than the board is a snapshot rather than a rule.

The short version of the hdb renovation dos and donts is this: do check the register, do get the permit, do keep to the hours. Do not hack anything structural, and do not start early.

How to check any rule yourself

A spirit level resting against a bare wall
Illustrative image. This site publishes no photographs of completed projects, of anyone’s home, or of any team, and nothing here is a record of work we have carried out.

Every rule on this page links to the HDB page it came from. Open the source rather than trusting a summary, including ours.

Does this work need an HDB permit?

Decision path for whether HDB renovation work needs a permit Four questions in sequence. Any yes means a permit is required before work starts. Only a no to all four means no permit is needed, and the guidelines still apply. Does it touch a wall? Yes, permit No, next question Does it touch wet areas? Yes, permit No, next question Does it touch the floor screed? Yes, permit No, next question Does it change the building envelope? Yes, permit No, none needed Works needing no permit still follow the guidelines and the permitted hours.
The dividing line is not how big the job looks. It is whether the work touches structure, wet areas, the floor screed or the building envelope.

  • Start at the HDB renovation guidelines pages, not a forum.
  • Check the date on whatever you are reading.
  • Where a guide and HDB disagree, HDB wins.

Most disputes about HDB renovation guidelines are really disputes about which page somebody read, and how long ago they read it.

How every figure on this page is sourced and dated

Every rule above links to the Housing & Development Board page it came from, with the date it was read. Nothing here is written from memory.

Where a published answer conflicts with the HDB source graphic, the graphic wins and the page says so. The same method runs across every guide on this site.

What we do not claim

No licence number, no accreditation, no review, no rating and no photograph captioned as our own completed project. None of those exists for this site.

Every image here is a generated illustration and says so. These are checks to run on any contractor, including us.

  • No completed project is shown, because none is ours to show.
  • No renovation loan is arranged or brokered here.
  • BTO Renovation SG works across Singapore and publishes no reviews.

What happens after you send the form

Tell us which BTO project, which flat type and when you collect keys. We reply within one working day with a scope discussion and an indicative cost band.

  • Which block, so the works window can be dated.
  • Whether you kept the Optional Component Scheme flooring.
  • Whether hacking is in scope, because it sets the hours.

Bring the renovation quotation you already hold if you have one. An itemised quote tells us more in a minute than a description does in ten.

Questions people ask

Who is allowed to renovate an HDB flat?

Only a firm listed in HDB's Directory of Renovation Contractors, under the Housing and Development (Renovation Control) Rules 2006. That applies even to works that need no separate HDB approval.

What are the permitted renovation working hours?

General works such as plastering, painting and laying floor screed run Monday to Saturday, 9am to 6pm, and never on Sundays or public holidays. Restricted works such as demolition, removing wall or floor finishes and cutting tiles run Monday to Friday, 9am to 5pm only.

Are there days when noisy work is banned outright?

Yes. Restricted works are banned on Saturdays, Sundays, all public holidays and the eves of New Year’s Day, Chinese New Year, Deepavali, Hari Raya Puasa and Christmas Day.

How long do I have once the permit is granted?

Three months for a newly completed block and one month for an existing one, counted from the date the permit is granted rather than the date work starts.

What is the penalty for breaking the renovation rules?

A fine of up to S$5,000 on conviction plus other penalties, and the liability attaches to the flat owner as well as to the contractor.

Can a structural wall be removed?

No. Structural walls, beams and columns are never removable, and any permitted demolition needs written approval before it starts.

What notice do my neighbours get?

Neighbours within a radius of two units must be given written notice at least five days before renovations begin, and the Notice of Renovation is displayed outside the flat throughout the works.

How do I check any of this myself?

Every rule on this page links to the HDB page it came from, with the date it was fetched. Check it directly rather than taking our word for it.

What does this cost in practice?

Reported bands run S$25,000 to S$50,000 for a 3-room flat and S$30,000 to S$65,000 for a 4-room (InteriorDiary, published 2025-11-07). These are reported ranges from a named publisher, not a quote for your flat.

Do you publish package prices?

No. This site publishes sourced, dated cost ranges as editorial content. A price for your flat only comes from a scope discussion after you send the form.

What are the permitted renovation hours for HDB?

General works run Monday to Saturday 9am to 6pm. Restricted works run Monday to Friday 9am to 5pm only, and are additionally barred on Saturdays, Sundays, public holidays and five festival eves.

Can I complain about renovation noise?

Work outside the permitted windows is a breach of the renovation rules, and that is the basis for raising it with HDB. Work inside the windows is permitted even when it is loud.

Can I extend my toilet in HDB?

Extending floor area by covering void areas is not allowed, and repositioning or extending a bathroom involves wet works and structural constraints. Assume it needs written approval and check before designing around it.

Can I hack a structural wall in an HDB flat?

No. Hacking or removing structural members, including reinforced concrete walls, columns, beams and slabs, is never allowed regardless of approval.
