The short answer

Most HDB renovation ideas fall into three groups: permitted outright, permitted with written approval, or refused. Published bands for a whole-flat renovation run from S$25,000 to S$51,000. The ideas worth having are the ones that survive all three tests: the rules, the budget, and ten years of living with them.

Good ideas for renovating a 2-room HDB flat in Singapore

A small flat rewards subtraction. The best ideas remove a partition or use depth that is already there rather than adding anything.

  1. Take the partition out, not the wall

A non-structural partition can usually go. A structural wall never can, whatever the design shows.

Hacking plus making good Needs written approval first

  2. Build storage into the depth you already have

Alcoves and the space under a window are free volume. Freestanding furniture is not.

Carpentry, the largest single line No approval needed

  3. Keep the wet areas where they are

Moving a bathroom or a kitchen sink means drainage, and drainage is the expensive answer.

Avoided entirely if you leave them Drainage changes are restricted

  4. Light in layers, decided early

Ceiling, task and cove lighting are all first-fix decisions. After that they are chases in a finished wall.

Cheap now, expensive later EMA-licence holder only

Every one of those has a rule attached and a cost attached. A gallery image has neither, which is why galleries are a poor way to plan.

Good ideas for renovating any HDB flat

The ideas that work in every flat are the boring ones: decide early, build storage into what exists, and leave the wet areas alone.

None of them photographs well. All of them survive a decade, and all of them keep the renovation inside the permit window rather than fighting it.

  • Decide finishes before the wet works phase starts.
  • Build tall rather than wide where ceilings allow.
  • Spend on what is hard to change, not on what is easy.

Use them to sanity-check a quote rather than to predict one. Two flats of the same size with different amounts of hacking are not the same job.

Ideas that need written approval before they happen

Anything that removes a wall, changes drainage, or alters the external appearance of the flat. All of these are possible, and none of them may start before the permit is granted.

Permit required

All demolition and hacking needs prior written approval

The HDB renovation permit is filed by a firm on the Directory of Renovation Contractors, never by you. An idea that needs hacking is an idea with a lead time attached.

Ideas that are not permitted at all

Removing a structural wall, beam or column. Extending the bathroom footprint. Anything that moves a shared drainage stack.

Not allowed

Structural walls, beams and columns may never be removed

There is no approval route and no engineer letter that creates one. Have every wall classified from the floor plan before a layout is agreed, not after a design has been paid for.

Ideas that age badly

Illustrative image. This site publishes no photographs of completed projects, of anyone’s home, or of any team, and nothing here is a record of work we have carried out.

The pattern is consistent. Ideas age badly when they are expensive to reverse and cheap to become bored of.

Feature walls in a strong colour, heavily themed carpentry and anything built around a specific appliance model are the usual three.

  • Painted finishes are cheap to change, so risk is fine there.
  • Carpentry is not, so keep it plain and let the loose items carry the character.
  • Anything tiled is the most expensive category to undo.

Storage ideas that actually earn their cost

Storage earns its cost when it uses volume that was otherwise wasted. Everything else is furniture at a carpentry price.

Full-height units in an alcove, a bench under a window, and the strip above a doorway are the three that consistently pay for themselves.

  • Alcoves are free depth already inside the flat.
  • Above-door storage is free height nobody uses.
  • A window bench is storage and seating in one footprint.

Lighting and electrical ideas decided before first fix

Every lighting idea is an electrical idea, and every electrical idea has to be decided before the walls close.

Permit required

Electrical work requires a worker holding an EMA licence

Ask which worker will do it and under which licence. A cove-lighting idea agreed after first fix means chasing a finished wall, which costs more than the light fitting.

Flooring ideas and the OCS decision

The floor you can have depends on a decision made years earlier. If you kept the Optional Component Scheme flooring, overlay is usually the route.

If you opted out, the floor is bare and the choice is open, but the removal cost has already been paid by then either way.

  • Vinyl and laminate overlay well over an existing floor.
  • Tile over tile raises the level at every threshold.
  • A new flat carries a three-year bathroom floor restriction.

Permitted working hours: general works versus restricted works

Ideas that involve hacking sit in the tighter of two hour windows, which is why they push a programme more than their cost suggests.

Permitted renovation hours, as HDB publishes them

Permitted hours for general and restricted HDB renovation works General renovation works run Monday to Saturday 9am to 6pm. Restricted works, meaning demolition, removing wall or floor finishes and cutting tiles, run Monday to Friday 9am to 5pm only, and are also barred on public holidays and five named festival eves. MonTueWedThuFriSatSun GENERAL WORKS 9am to 6pm RESTRICTED WORKS 9am to 5pm Restricted works are also barred on every public holiday and on the eves of New Year’s Day, Chinese New Year, Deepavali, Hari Raya Puasa and Christmas. General renovation works run Monday to Saturday, 9am to 6pm. Restricted renovation works run Monday to Friday, 9am to 5pm.

  • Neither class runs on a Sunday or a public holiday.
  • Restricted works also lose five named festival eves.
  • Every hacking idea spends this window, not the wider one.

How to take an idea to a contractor

Bring the constraint with the idea. An idea presented without its floor plan is a mood, and a mood cannot be quoted.

Four things to bring

  1. Bring the floor plan Every wall classified before a layout is discussed, not after.
  2. Bring the reference images Not to copy, but so the specification can be written against something.
  3. Ask what it needs from HDB Each idea is permitted, restricted, or refused. There is no fourth answer.
  4. Ask what it costs to undo The ideas that age badly are the ones that are expensive to reverse.

Any renovation contractor worth appointing will tell you which of your HDB renovation ideas are refused before quoting the rest. That conversation is the whole value of the first meeting.

HDB renovation ideas Singapore homeowners actually search for

Hdb design ideas, hdb interior design ideas, hdb renovation inspiration and hdb home ideas are four names for the same search. What none of those queries returns is the rule attached to each picture.

  • Hdb flat renovation ideas: start with what the floor plan allows.
  • Bto renovation ideas: start with the permit window, because it is shorter than you think.
  • Small hdb renovation ideas: start by removing things rather than adding them.

Hdb living room ideas usually reduce to one partition and one storage wall. Hdb kitchen ideas reduce to whether the sink moves, which is the difference between a finish job and a drainage job.

Hdb decor ideas and hdb makeover ideas are the cheapest category and the one worth being adventurous in, because paint and loose furniture can be undone in a weekend. The site measure is where the expensive ideas get fixed in place, and a noise complaint to the town council is where the ones that ignore the hours end up.

How every figure on this page is sourced and dated

A bare room corner lit softly from a concealed cove

Every band above is a published third-party range and every rule links to the Housing & Development Board page it came from, with the date it was read.

Where a published answer conflicts with an HDB source, the HDB source wins and the page says so. The Housing and Development (Renovation Control) Rules 2006 sit behind all of it.

What we do not claim

None of the rooms pictured here is a project of ours. We publish no rating, no accreditation and no testimonial, so nothing on this page is doing the job of proof.

The illustrations are generated and captioned as generated. What carries weight instead is the rule attached to each idea and the source under each band.

  • No completed project is shown, because none is ours to show.
  • No renovation loan is arranged or brokered here.
  • BTO Renovation SG works across Singapore and publishes no reviews.

What happens after you send the form

Tell us which BTO project, which flat type and when key collection is. We reply within one working day with a scope discussion and an indicative cost band.

  • Which block, so the works window can be dated.
  • Whether hacking is in scope, because it sets the hours.
  • Whether the Notice of Renovation will need to go up soon.

Bring any quotation you are already holding. A line-by-line quote says more about a job in a minute than a description of it says in ten.

Questions people ask

Who is allowed to renovate an HDB flat?

Only a firm listed in HDB's Directory of Renovation Contractors, under the Housing and Development (Renovation Control) Rules 2006. That applies even to works that need no separate HDB approval.

What are the permitted renovation working hours?

General works such as plastering, painting and laying floor screed run Monday to Saturday, 9am to 6pm, and never on Sundays or public holidays. Restricted works such as demolition, removing wall or floor finishes and cutting tiles run Monday to Friday, 9am to 5pm only.

Are there days when noisy work is banned outright?

Yes. Restricted works are banned on Saturdays, Sundays, all public holidays and the eves of New Year’s Day, Chinese New Year, Deepavali, Hari Raya Puasa and Christmas Day.

How long do I have once the permit is granted?

Three months for a newly completed block and one month for an existing one, counted from the date the permit is granted rather than the date work starts.

What is the penalty for breaking the renovation rules?

A fine of up to S$5,000 on conviction plus other penalties, and the liability attaches to the flat owner as well as to the contractor.

Can a structural wall be removed?

No. Structural walls, beams and columns are never removable, and any permitted demolition needs written approval before it starts.

What notice do my neighbours get?

Neighbours within a radius of two units must be given written notice at least five days before renovations begin, and the Notice of Renovation is displayed outside the flat throughout the works.

How do I check any of this myself?

Every rule on this page links to the HDB page it came from, with the date it was fetched. Check it directly rather than taking our word for it.

What does this cost in practice?

Reported bands run S$25,000 to S$50,000 for a 3-room flat and S$30,000 to S$65,000 for a 4-room (InteriorDiary, published 2025-11-07). These are reported ranges from a named publisher, not a quote for your flat.

Do you publish package prices?

No. This site publishes sourced, dated cost ranges as editorial content. A price for your flat only comes from a scope discussion after you send the form.

How much does it cost to renovate an HDB in Singapore?

Reported at S$25,000 to S$50,000 for a 3-room flat and S$51,000 to S$61,800 for a 4-room. Ideas that move walls sit at the top of those ranges, not the middle.

What are some good ideas for renovating a 2-room HDB flat in Singapore?

At that size the wins are storage and circulation rather than finishes. Full-height carpentry on one wall, and removing a corridor where the structure allows it.

What are some good ideas for renovating my house?

The ones on this page are chosen because they survive the HDB rules. Each is paired with the specific limit that decides whether you can build it.

What is the best way to get more space in an HDB flat?

Reclaiming circulation. Absorbing an internal corridor into the living area converts space you walk through into space you use, and a documented 5-room did this by pushing out the wall by the common bathroom and rebuilding it as a concealed door.
