The short answer

An HDB renovation loan is an unsecured personal loan sized against a renovation quote and repaid over a fixed term. Published bands for a 4-room fit-out run from S$51,000 to S$61,800. We name no bank and publish no rate, because both change faster than this page does.

That depends on the shape of the spend rather than on the rate. A renovation is a short burst of cost against a long repayment, which is an unusual shape.

Almost all of the money leaves in eight to twelve weeks. Almost none of it comes back as anything you can sell separately from the flat.

  • Borrowing smooths the burst, at a cost.
  • Cutting scope removes the burst, for free.
  • Only you can weigh those against each other.

We do not answer that, and any page that does is either dated or paid. Rates, tenures and promotions move monthly, and this page does not.

We are a renovation contractor, not a financial adviser holding a Monetary Authority of Singapore licence. Naming a lender would be advice we are not qualified to give and not authorised to give.

  • Compare on the total cost of borrowing, not the headline rate.
  • Read the fee schedule, including early repayment.
  • Take that comparison from a regulated source, not from us.

What the eligibility criteria generally are

Broadly: you own or are buying the flat, you meet an income floor, and the money is for renovation rather than for anything else.

Permit required

Only a Directory of Renovation Contractors firm may do the work

This matters to financing because most lenders disburse to the contractor rather than to you. A firm that is not on the register can be a reason a drawdown stalls.

Approved works must finish within three months on a newly completed block, and one month on an existing one, counted from the grant date.

Does this work need an HDB permit?

Decision path for whether HDB renovation work needs a permit Four questions in sequence. Any yes means a permit is required before work starts. Only a no to all four means no permit is needed, and the guidelines still apply. Does it touch a wall? Yes, permit No, next question Does it touch wet areas? Yes, permit No, next question Does it touch the floor screed? Yes, permit No, next question Does it change the building envelope? Yes, permit No, none needed Works needing no permit still follow the guidelines and the permitted hours.
The dividing line is not how big the job looks. It is whether the work touches structure, wet areas, the floor screed or the building envelope.

That compresses the spend into a window shorter than most drawdown schedules assume. The HDB renovation permit, not the lender, is what sets the pace.

What the loan should be sized against

The itemised quote, plus the lines the quote deliberately excludes. Sizing against a headline figure is how people end up borrowing twice.

Four inputs, in this order

  1. The itemised quote Line by line, with quantities. Not a lump sum and not a brochure.
  2. The removal lines Hacking and making good, if the flooring is coming out.
  3. The excluded lines Appliances, lighting and anything the quote calls owner supply.
  4. A contingency For what the site measure finds, which is never nothing.

If you kept the Optional Component Scheme flooring, the removal lines disappear and the number drops. If you did not, they are the largest surprise in most quotes.

Payment milestones and drawdown

Money should follow completed work, not elapsed time. That is the single most useful thing to negotiate in a renovation contract.

A drawdown shape that protects you

  1. Deposit on signing Before anything starts, and before the permit is granted.
  2. Progress claims Tied to completed phases, not to elapsed weeks.
  3. Final payment After the defects walk, not before it.

Progress claims tied to phases mean a stalled job stops costing you money at the same moment it stops progressing. Claims tied to weeks do the opposite.

What a renovation loan does not cover

Furniture, appliances and anything you can carry out of the flat. Lenders and contractors draw that line in roughly the same place.

It also does not cover the cost of delay, which is the one people meet unexpectedly. An overrun is paid in overtime and split crews, out of cash.

  • Loose furniture is normally excluded.
  • Appliances usually are too.
  • Owner-supply items never appear in a contractor quote.

Size the borrowing against your own itemised quote and use these only as a sanity check. A quote far below the band is usually a quote with lines missing.

Why we publish no rates or comparison table

Because a rate table is stale the week it is written, and a stale rate table is worse than none. Every competitor page in this cluster carries one anyway.

We also earn nothing from lenders and hold no arrangement with any of them. A comparison we were paid to publish would not be a comparison.

  • No rates are quoted on this page.
  • No lender is named or ranked.
  • No referral fee is earned from anything here.

Can I take a second renovation loan

Generally the constraint is the total unsecured exposure rather than the number of facilities. Whether a second one is possible is a question for the lender.

Whether it is wise is a different question. A second loan usually means the first was sized against a quote that was not itemised.

  • An itemised quote sizes correctly the first time.
  • A contingency line absorbs what the site measure finds.
  • Scope changes mid-job are the usual cause of a shortfall.

How an HDB renovation loan works, end to end

A renovation loan Singapore lenders offer is an unsecured personal facility with a stated purpose. How renovation loan works in practice is simple: it is approved against documents, disbursed against work, and repaid on a fixed schedule.

  • Renovation loan eligibility turns on income and existing unsecured exposure.
  • Renovation loan amount is capped both by income and by the quote.
  • Renovation loan tenure is normally measured in years, not months.

A renovation loan application usually asks for the itemised quote and the contractor details, which is why a hdb renovation loan Singapore lenders will disburse needs a firm on the register behind it.

Renovation loan interest, the renovation loan hdb owners actually sign, and home renovation loan Singapore products for private property are three different comparisons. A reno loan Singapore borrowers pick for a flat is the first of those, and renovation financing Singapore lenders offer beyond it is a separate conversation.

Why the working hours rule shows up in the budget

The permitted hours split renovation into two classes, and the tighter class is the one that drives the cost of any delay.

Permitted renovation hours, as HDB publishes them

Permitted hours for general and restricted HDB renovation works General renovation works run Monday to Saturday 9am to 6pm. Restricted works, meaning demolition, removing wall or floor finishes and cutting tiles, run Monday to Friday 9am to 5pm only, and are also barred on public holidays and five named festival eves. MonTueWedThuFriSatSun GENERAL WORKS 9am to 6pm RESTRICTED WORKS 9am to 5pm Restricted works are also barred on every public holiday and on the eves of New Year’s Day, Chinese New Year, Deepavali, Hari Raya Puasa and Christmas. Restricted works: demolition, removing wall or floor finishes, cutting tiles.
Two different clocks. Most pages on this topic state only one of them.

Sources MyNiceHome by HDB 2026-08-31

General renovation works run Monday to Saturday. Restricted renovation works run Monday to Friday only, so losing a week of hacking costs more than losing a week of painting.

  • Delay in the restricted phase compounds fastest.
  • The Housing and Development (Renovation Control) Rules 2006 sit behind both windows.
  • A contingency line exists mostly for this.

How every figure on this page is sourced and dated

Every band above is a published third-party range with the source and the date it was read. Nothing here is written from memory.

HDB rules are linked to the Housing & Development Board page they came from. Where a published answer conflicts with an HDB source, the HDB source wins.

What we do not claim

We are not a lender, not a broker and not an introducer, and we hold no accreditation or rating. No fee reaches us from anything financial mentioned here.

The images are generated illustrations, captioned as such. The cost bands belong to the publishers named beside them, and are evidence rather than an offer.

  • No renovation loan is arranged, brokered or referred here.
  • No completed project is shown, because none is ours to show.
  • BTO Renovation SG works across Singapore and publishes no reviews.

What happens after you send the form

Send the flat type, the project name and your key collection date. Within one working day you get a scope conversation and an indicative band you can size a facility against.

  • The block, so the permit window can be dated.
  • Whether the flooring is coming out, which moves the number most.
  • Any quote you already hold, itemised if possible.

Bring the renovation quotation you already hold if you have one. An itemised quote tells us more in a minute than a description does in ten.

Questions people ask

Who is allowed to renovate an HDB flat?

Only a firm listed in HDB's Directory of Renovation Contractors, under the Housing and Development (Renovation Control) Rules 2006. That applies even to works that need no separate HDB approval.

What are the permitted renovation working hours?

General works such as plastering, painting and laying floor screed run Monday to Saturday, 9am to 6pm, and never on Sundays or public holidays. Restricted works such as demolition, removing wall or floor finishes and cutting tiles run Monday to Friday, 9am to 5pm only.

Are there days when noisy work is banned outright?

Yes. Restricted works are banned on Saturdays, Sundays, all public holidays and the eves of New Year’s Day, Chinese New Year, Deepavali, Hari Raya Puasa and Christmas Day.

How long do I have once the permit is granted?

Three months for a newly completed block and one month for an existing one, counted from the date the permit is granted rather than the date work starts.

What is the penalty for breaking the renovation rules?

A fine of up to S$5,000 on conviction plus other penalties, and the liability attaches to the flat owner as well as to the contractor.

Can a structural wall be removed?

No. Structural walls, beams and columns are never removable, and any permitted demolition needs written approval before it starts.

What notice do my neighbours get?

Neighbours within a radius of two units must be given written notice at least five days before renovations begin, and the Notice of Renovation is displayed outside the flat throughout the works.

How do I check any of this myself?

Every rule on this page links to the HDB page it came from, with the date it was fetched. Check it directly rather than taking our word for it.

What does this cost in practice?

Reported bands run S$25,000 to S$50,000 for a 3-room flat and S$30,000 to S$65,000 for a 4-room (InteriorDiary, published 2025-11-07). These are reported ranges from a named publisher, not a quote for your flat.

Do you publish package prices?

No. This site publishes sourced, dated cost ranges as editorial content. A price for your flat only comes from a scope discussion after you send the form.

Is a renovation loan worth it?

That depends on the alternative cost of the money, which is a personal finance question and not one this site advises on. What it can tell you is what the work costs, so the loan is sized against a real scope.

Which bank is good for a renovation loan?

We do not recommend lenders or publish comparison tables. Size the amount against a written scope first, because the scope is the part that decides whether the loan is enough.

What are the eligibility criteria for a renovation loan in Singapore?

Criteria are set by each lender and change, so check them at source rather than here. The part that is stable is the cost side: documented fit-outs run from about S$25,000 to well past S$50,000.

What does a renovation loan cover?

Works fixed to the property: hacking, making good, screed, tiling, carpentry, electrical and plumbing. Not furniture and not appliances.
