Toilet renovation Singapore: wet works, HDB rules and cost

Documented bathroom lines run from around S$4,000, and whether the waterproofing membrane is broken decides almost everything above that.

The short answer

A toilet renovation Singapore homeowners commission starts around S$4,000 in documented lines, and is really a waterproofing decision wearing tiles. Overlay keeps the membrane intact and the cost contained; hacking to the screed means re-waterproofing, re-screeding and making good. New flats also carry a three-year restriction.

Scope

What a toilet renovation job actually covers

Tiling, sanitary ware, a shower screen, the tap and shower set, and underneath all of it the waterproofing and the falls that send water to the trap.

  • Wall and floor tiling, either overlaid or hacked and replaced.
  • Waterproofing membrane and screed, if the existing one is disturbed.
  • Sanitary fittings, vanity, screen, and any plumbing point that moves.

Everything visible sits on top of one invisible layer. That layer is the job, and the rest is finish selection.

An hdb bathroom renovation and a bathroom renovation Singapore-wide are the same job under different names. The rules that bind it come from the flat, not from the vocabulary.

Money

How much does it cost to renovate a toilet in Singapore

Two very different numbers hide behind one question, depending on whether the membrane is broken.

Use these as context rather than as a bathroom price. Ask any quote whether it assumes an overlay or a hack before you compare it to anything.

Any toilet renovation cost figure you read online should say which of the two it describes. Most do not, which is why the same room appears at wildly different prices.

The unit

How it is priced: by wet works and waterproofing

Tiles part laid over adhesive comb marks during a toilet renovation in Singapore
Illustrative image. This site publishes no photographs of completed projects, of anyone’s home, or of any team, and nothing here is a record of work we have carried out.

Not by the tile. A bathroom is priced by area, by whether the membrane is disturbed and by how many plumbing points move.

  • Overlay: tile over existing, membrane untouched, lowest risk.
  • Hack and retile: removal, disposal, re-waterproofing, re-screeding.
  • Points moved: each one opens the floor and resets the waterproofing.

Those three explain nearly the whole spread between two bathroom quotes. Tile choice moves the number far less than any of them.

Budgets

Can you redo a bathroom on a five thousand dollar budget

A bathroom shell with waterproofing membrane applied to floor and skirting
Illustrative image. This site publishes no photographs of completed projects, of anyone’s home, or of any team, and nothing here is a record of work we have carried out.

For an overlay with new fittings, often yes. For a hack to the screed with the waterproofing renewed, that budget rarely survives contact with the quote.

  • New fittings, tap set and screen on existing tiling: realistic.
  • Overlay tiling with fittings replaced: possible in a small bathroom.
  • Hacked to screed, re-waterproofed, points moved: a different budget entirely.

The dividing line is the membrane, not the finish. Any figure quoted without saying which side of that line it sits on is not a figure you can use.

Who

Who is an HDB approved contractor for toilet renovation in Singapore

There is no such status. The Housing & Development Board registers firms in its Directory of Renovation Contractors; it does not approve, endorse or rank them.

A bathroom renovation contractor is bound by the same register as any firm doing a whole flat. There is no lighter category for single-room work, and no separate approval to hold.

Permit required

Comparing

Toilet Renovation Singapore: the specification a quote must state

Five things. A bathroom line missing any of them is not comparable to the line beside it.

What has to be on the page

  • Overlay or hack Stated explicitly, because it changes everything downstream.
  • Waterproofing system Named, with whether a water test is included.
  • Tiling area Walls and floor separately, in square metres or square feet.
  • Points moved Every plumbing and electrical point that changes position.
  • Fittings Products named, or a labelled provisional sum with a rate.

Ask whether a water test is included and how long it is held. A membrane that is never tested is a membrane nobody has confirmed works.

Put all five on the renovation quotation itself. An itemised quote is the document you will be holding if anything is disputed, and a chat thread is not.

Rules

What HDB permits and what it never will

Newly completed flats carry a restriction on removing bathroom floor finishes, which is why the room you most want to change has the least freedom in its early years.

The three-year bathroom restriction is the rule people meet late and resent most. Check it against your own flat before you plan anything, because it decides overlay against hack for you.

Not allowed

Bathroom floor finishes in a new flat carry a three-year restriction

The restriction exists to protect the original waterproofing during the period when defects would otherwise surface. Overlay is normally the route within it.

  • Restricted renovation works: hacking, removing finishes, cutting tiles.
  • Also banned on five named festival eves, on top of Sundays and public holidays.

A hacked bathroom therefore spends its noisiest days in the narrowest window of the week, which is one more argument for an overlay where the condition allows it.

The clock

The permit window this work has to finish inside

Three months in a newly completed block, one month in an existing one, from the day the HDB renovation permit is granted.

Why a bathroom cannot be rushed

  1. The membrane needs curing time It is not a stage that responds to pressure.
  2. The water test takes days Skipping it is how leaks reach the unit below.
  3. Tiling follows, not overlaps Falls have to be set on a cured, tested base.

Order

Where this trade sits in the renovation sequence

Bathroom tile and membrane samples stacked on a bench
Illustrative image. This site publishes no photographs of completed projects, of anyone’s home, or of any team, and nothing here is a record of work we have carried out.

Early and slow. Bathrooms start near the beginning and finish near the end, and everything in between depends on the waterproofing being right.

Bathroom, start to finish

  1. Decide overlay or hack The single decision that sets the budget, the schedule and the risk.
  2. Hacking, if any Removing tiles and screed. Restricted works, tightest hours in the week.
  3. Plumbing first fix Any point that moves, moves now. After this the floor is closed.
  4. Waterproofing The membrane, then a water test before anything covers it.
  5. Screed and tiling Falls set towards the floor trap. This is where workmanship shows.
  6. Fittings and handover Sanitary ware, screen and accessories, then the defects walk.

Build the renovation timeline around the water test rather than around the tile delivery. It is the stage with no substitute and no shortcut.

Materials

Materials, and the two that change the price most

The waterproofing system and the sanitary ware. Tiles matter aesthetically and barely move the total.

  • Waterproofing membrane, named as a system rather than as a category.
  • Sanitary ware, where concealed cisterns cost more to install and service.
  • Anti-slip floor tile, which is a safety decision as much as a finish one.
  • Grout and silicone, the cheapest materials and the first to fail.

Ask what happens at the junction between the floor and the wall. That detail is where most bathroom leaks begin, and it is almost never in a quote.

If your flat kept its Optional Component Scheme sanitary fittings, say so early. It changes what is being replaced and therefore what a bathroom renovation cost Singapore quote should contain.

Timing

Lead time, and why it is not the same as install time

Tiles and sanitary ware are ordered rather than fabricated, so the lead time is delivery rather than manufacture. Specialist tiles can still run weeks.

  • Lead time: delivery of tiles, ware and screen.
  • Install time: days on site, plus curing and testing that cannot be compressed.

Select and confirm the tile early. A bathroom held up waiting for a discontinued tile is the most avoidable delay in the whole flat.

The measure

The site measure, and why nothing is ordered before it

A bathroom floor drain set into fresh screed
Illustrative image. This site publishes no photographs of completed projects, of anyone’s home, or of any team, and nothing here is a record of work we have carried out.

Bathrooms are small enough that a few centimetres change what fits. A vanity chosen from a showroom can be the wrong width for the wall it is going against.

  • Tile thickness and screed depth change the finished floor level.
  • Which changes the door clearance, before anything is ordered.

All of that is knowable from the measure. None of it is knowable from a showroom, which is why the order of those two visits matters.

Failure

What goes wrong, and how it shows up later

Bathroom failures are the slowest and the most expensive in the flat, because they surface somewhere else.

  • A leak into the unit below, months after handover.
  • Falls set wrong, so water pools instead of reaching the trap.
  • Silicone failing at the floor-to-wall junction, quietly, for a year.

Every one of them traces back to the waterproofing stage, which is precisely the stage that is invisible by the time you take handover.

After

Warranty, defects and making good

A strip of masking tape marking a chipped edge on a plastered wall
Illustrative image. This site publishes no photographs of completed projects, of anyone’s home, or of any team, and nothing here is a record of work we have carried out.

Get the defects liability period in writing, and ask specifically what it says about water ingress rather than about tiles.

Any electrical work for a heater or a fan needs a worker holding an Energy Market Authority licence, separate from the firm’s own registration.

No permit needed

Making good is priced work, not a courtesy

S$110

Repairing a wall or ceiling after a leak is investigated takes materials and labour. If it is not a named line, it was not priced.

Fit

How this trade interacts with the rest of the fit-out

The bathroom depends on hacking and plumbing first fix. Flooring elsewhere in the flat depends on the bathroom threshold level being settled.

  1. Scope and measure

We walk the flat after key collection, measure every run, and write down what you want changed and what HDB will let you change.

No charge Utilities account with SP Services must be open first

  2. Permit and drawings

Your contractor files the electronic application. Wall demolition needs the flat’s floor plan submitted with it.

HDB charges nothing for the permit itself Only a Directory of Renovation Contractors firm may file it

  3. Hacking and wet works

Demolition, tiling and anything touching the bathroom happen first, inside the restricted-hours window.

Making good the cut surfaces is a separate line Mon to Fri, 9am to 5pm only

  4. Carpentry and finish

Kitchen and wardrobe carpentry is fabricated to a fixed specification, then installed, then painted.

Usually the largest single line item Complete within 3 months of the permit on a new block

Money

Payment milestones for a trade package

Tie payments to stages you can inspect. The water test is the most important inspection in the room and the easiest one to skip.

What each payment should be tied to

  1. Deposit on signing Tied to the agreed scope and tile selection.
  2. After waterproofing and water test The stage that protects the unit below. Inspect it.
  3. After tiling Falls checked towards the trap, grout complete.
  4. Final balance Held until the defects list is closed and the room has been used.

Ask to see the water test rather than to be told about it. It is a stage you can photograph, and photographs are what settle disputes later.

Comparing

Comparing two quotes for this trade

Normalise the assumption first. An overlay quote and a hack quote are not two prices for one job, they are prices for two different jobs.

  • Same assumption about the membrane.
  • Same tiling area, walls and floor stated separately.
  • Same fittings, or a stated difference you have agreed to.

Once matched, the remaining gap is usually the waterproofing system and whether a water test is included. Both are worth paying for.

Ask for the workmanship warranty in writing too, and check whether a bto renovation package that includes this room carries the same terms as a standalone job. Frequently it does not.

Limits

What this trade cannot fix

A bathroom fit-out cannot move a soil pipe, cannot enlarge the room and cannot undo a three-year restriction that applies to your flat.

  • Soil pipe position: fixed by the building.
  • Room size: fixed unless a wall can lawfully move, which it usually cannot.

Plan within those constraints rather than against them. A good small bathroom is a far better outcome than a compromised attempt at a larger one.

Most toilet renovation Singapore projects that disappoint did not fail on budget. They failed because a constraint was discovered after the design was already agreed.

Neighbours

Living with the work while it happens

Tile hacking is loud and dusty, and in a bathroom it is concentrated into a very small space for a short period.

  • Written notice, five days, within a two-unit radius.
  • The Notice of Renovation displayed outside the flat for the duration.

Tell the unit directly below as well. They are the ones with the most at stake if anything goes wrong with the waterproofing, and they will appreciate knowing.

Method

How every figure on this page is sourced and dated

Every number carries a named publisher and its publication date. Regulatory claims cite HDB directly with the date the page was read.

Rates observed in the market are observations with a date, never benchmarks. The kitchen renovation page applies the same wet-works logic to the other room that has it.

Honesty

What we do not claim

No licence number, no accreditation, no review, no rating and no photograph captioned as our own completed project. None exists for BTO Renovation SG.

Every bathroom image here is a generated illustration and says so. Check any firm, including us, against the register before you pay anything.

Next

What happens after you send the form

Tell us the flat type, when you collect keys, and whether the flat is new enough for the three-year restriction to apply. That answer shapes everything else.

You get a reply within one working day with a scope discussion and an indicative band, stated separately for an overlay and for a full hack so you can see the difference.

Questions people ask about toilet renovation

How much does it cost to renovate a toilet in Singapore?

Reported bands for this work are published as ranges by named third parties and are shown on this page with their publication dates. They are reported ranges, not a quote. A number for your flat comes from a site measure and a scope discussion.

What does a toilet renovation job include?

The line items are named on this page precisely so two quotes can be compared. Bathroom cost is driven by whether the existing waterproofing membrane is broken.

What must the quote state to be comparable?

The specification, not a description: materials named, quantities stated in the unit the trade is priced in, and any provisional sums called out as provisional. A quote produced without a site measure is a guess.

Why do two quotes differ so much?

Almost always because they are not quoting the same specification. Normalise the specification first, then compare the totals.

Who is allowed to do this work in an HDB flat?

Only a firm listed in HDB's Directory of Renovation Contractors, under the Housing and Development (Renovation Control) Rules 2006. Contravening the rules carries a fine of up to S$5,000 on conviction, and the liability attaches to the flat owner as well.

What are the permitted working hours?

General works such as plastering, painting and laying floor screed run Monday to Saturday, 9am to 6pm, and never on Sundays or public holidays. Restricted works such as demolition, removing finishes and cutting tiles run Monday to Friday, 9am to 5pm only, and are additionally banned on the eves of New Year’s Day, Chinese New Year, Deepavali, Hari Raya Puasa and Christmas Day.

How long do I have once the permit is granted?

Three months for a newly completed block and one month for an existing one, counted from the date the permit is granted rather than the date work starts.

What is the lead time before installation?

Lead time is fabrication and delivery; install time is days on site. They are different numbers and a schedule that conflates them will slip.

Why is nothing ordered before the site measure?

Because built work is made to the flat as it actually is, not to the floor plan. Ordering before measuring is the most expensive mistake in this trade.

Which payment should I hold until the end?

The final balance. It is the only leverage you have once the work is substantially done and the defects list is being argued over.

Do you publish a price list?

No. This site publishes sourced, dated cost ranges as editorial content. A price for your flat comes from a site measure and a scope discussion after you send the form.

Do you publish reviews or ratings?

No. No review, rating, testimonial or completed-project photograph exists for this site, so none is shown. Check any contractor, including us, against HDB's register instead.

What decides whether a bathroom is a small job or a big one?

Whether the finishes come off. Leaving them in place makes it a fittings job. Removing them makes it a full wet-works project with waterproofing, testing, screed and tiling, and in a newly completed flat the restriction settles the question for you.

How much storage can I hang in a bathroom?

Within the same anchor limits as anywhere else: 20kg per steel cavity anchor bolt, or 50kg for an M10 galvanised anchor rod with mesh sleeves and injection mortar. A loaded mirror cabinet reaches those numbers faster than most people expect.
