The short answer

A BTO renovation timeline usually runs eight to twelve weeks from permit to handover. The number that binds is not the contractor estimate but the works window on the permit: three months on a newly completed block, one month on an existing one, with a fine of up to S$5,000 behind it.

How long a BTO renovation usually takes

Eight to twelve weeks covers most fit-outs of a new flat. The spread comes from the amount of hacking, not from the size of the flat.

A bto renovation duration quoted without a start date is not a duration. Ask how long bto renovation work will run and you get a number; ask which dates it sits between and you get a programme.

Does this work need an HDB permit?

Decision path for whether HDB renovation work needs a permit Four questions in sequence. Any yes means a permit is required before work starts. Only a no to all four means no permit is needed, and the guidelines still apply. Does it touch a wall? Yes, permit No, next question Does it touch wet areas? Yes, permit No, next question Does it touch the floor screed? Yes, permit No, next question Does it change the building envelope? Yes, permit No, none needed Works needing no permit still follow the guidelines and the permitted hours.
The dividing line is not how big the job looks. It is whether the work touches structure, wet areas, the floor screed or the building envelope.

A flat that keeps its Optional Component Scheme flooring loses a whole wet works phase, and with it roughly two weeks of the tightest hours in the programme.

The typical timeline for renovating an HDB in Singapore

A plain grid ruled on a bench, standing in for a BTO renovation timeline week by week
Illustrative image. This site publishes no photographs of completed projects, of anyone’s home, or of any team, and nothing here is a record of work we have carried out.

The order is fixed by physics and by the hours rule. What varies is how long each phase takes, not which phase comes first.

A BTO renovation timeline, week by week

  1. Weeks 1 to 2: permit and protection The permit is filed and granted, floors are protected, and nothing regulated starts before the grant date.
  2. Weeks 2 to 4: hacking and wet works Demolition, waterproofing and tiling. Restricted renovation works, five days a week only.
  3. Weeks 4 to 6: first fix Electrical and plumbing points set before the walls close. Changes after this are expensive.
  4. Weeks 5 to 6: the site measure Carpentry is measured against what was actually built, not against the drawing.
  5. Weeks 7 to 9: carpentry fabrication Off site, and this is lead time rather than work on your flat.
  6. Weeks 9 to 11: install and paint Carpentry installed, then painting, then the defects walk.

Read any quoted programme against that order. A schedule that puts carpentry before the site measure was written to look short rather than to be delivered.

How long HDB takes to approve a renovation permit

Days rather than weeks for a straightforward scope, and the assessment is not the bottleneck people expect it to be.

The approval sequence

  1. Contractor files Homeowners cannot file. The appointment has to come first.
  2. HDB assesses Days rather than weeks for a straightforward scope.
  3. Granted The works window opens here, and the countdown starts.

The real delay is upstream. Appointing a firm from the Directory of Renovation Contractors late pushes everything after it, because nobody else may file.

Permitted working hours: general works versus restricted works

Two classes of work, two different windows, and the difference is worth about a day a week to the noisiest phase of the job.

Permitted renovation hours, as HDB publishes them

Permitted hours for general and restricted HDB renovation works General renovation works run Monday to Saturday 9am to 6pm. Restricted works, meaning demolition, removing wall or floor finishes and cutting tiles, run Monday to Friday 9am to 5pm only, and are also barred on public holidays and five named festival eves. MonTueWedThuFriSatSun GENERAL WORKS 9am to 6pm RESTRICTED WORKS 9am to 5pm Restricted works are also barred on every public holiday and on the eves of New Year’s Day, Chinese New Year, Deepavali, Hari Raya Puasa and Christmas. Restricted works: demolition, removing wall or floor finishes, cutting tiles.
Two different clocks. Most pages on this topic state only one of them.

General renovation works run Monday to Saturday, 9am to 6pm. Restricted renovation works run Monday to Friday, 9am to 5pm.

  • Neither class runs on a Sunday or a public holiday.
  • Restricted works also lose five named festival eves.
  • A calendar week is not a working week for hacking.

Which trades are restricted works

Demolition, removing wall or floor finishes, and cutting tiles. In practice that means the hacking crew and most of the tiler.

Not allowed

Demolition, removing finishes and cutting tiles are restricted works

These trades run five days a week, not six. A programme that assumes Saturday hacking is a week longer than it says it is.

Lead time versus install time

Carpentry takes two to three weeks to fabricate and two days to install. Those are completely different numbers and they behave differently in a schedule.

Lead time runs in parallel with other work if it starts on time. Install time does not, and it cannot start until the fabrication arrives.

  • Lead time is bought by ordering early.
  • Install time is fixed by the crew size.
  • Only one of the two can be compressed with money.

The site measure, and why it sets the clock

A folded plan and a measuring tape on a windowsill
Illustrative image. This site publishes no photographs of completed projects, of anyone’s home, or of any team, and nothing here is a record of work we have carried out.

The site measure records what was actually built rather than what was drawn. Carpentry is fabricated against it, so nothing can be ordered before it happens.

It has to come after first fix, because a wall that moves by ten millimetres moves every cabinet on it. That dependency is the spine of the whole programme.

  • Before it: demolition, wet works, first fix.
  • At it: every dimension carpentry will be cut to.
  • After it: fabrication, install, paint, handover.

What causes slippage, trade by trade

Almost never the trade people blame. Slippage is usually a decision that was not made, sitting in front of a trade that could not start.

Tile selection is the classic one. A tile chosen in week four delays waterproofing, which delays first fix, which delays the site measure and everything past it.

  • Undecided finishes stall the wet works phase.
  • A late electrical layout stalls first fix.
  • A missed site measure slot costs a full week of lead time.

What happens if you overrun the permit window

The window is not advisory. Approved works must finish inside it, and the Housing and Development (Renovation Control) Rules 2006 attach the penalty to the flat owner as well as the firm.

In practice an overrun means a compressed programme rather than a fine: overtime, split crews and trades reordered around each other, all of which cost money.

  • Overtime is the first cost of an overrun.
  • Split crews are the second.

The HDB renovation permit is the document that carries those dates, and a neighbour who complains to the town council about noise is raising a different matter from an expired permit. Both can be true at once on the same job.

  • Three months from grant on a newly completed block.
  • One month on an existing block.
  • Counted from the grant date, never from the start date.

A schedule you can hold a contractor to

Kitchen carpentry carcasses installed but without doors
Illustrative image. This site publishes no photographs of completed projects, of anyone’s home, or of any team, and nothing here is a record of work we have carried out.

A programme is only useful if it can be checked. Four things make it checkable, and none of them is a promise.

What to ask for in writing

  • Dates, not durations A schedule of week numbers is not a schedule. Ask for calendar dates.
  • The permit expiry on the page If it is not written down, it is not being planned around.
  • Named blockers per phase Each phase should say what it cannot start without.
  • One weekly written update Short, dated, and comparable to the last one.

Any renovation contractor working properly already has these. Asking for them is not a challenge to competence, it is the ordinary paperwork of a dated job.

Reading a BTO renovation timeline against a BTO renovation schedule

A bto renovation schedule and a bto renovation timeline are usually the same document under two names. The renovation timeline hdb enforces is the third one, and it is the only one with a penalty behind it.

  • Bto renovation stages: permit, hacking, wet works, first fix, carpentry, paint.
  • Renovation timeline weeks: roughly two, two, two, one, three, one.
  • Bto renovation timeline Singapore projects rarely beat that without cutting scope.

A renovation process timeline that names only durations is a bto renovation plan without dates. A renovation schedule Singapore contractors can actually be held to names both, and puts the permit expiry at the end of it.

An hdb renovation timeline for an existing flat is shorter still, because the window is one month rather than three. Same stages, a third of the room to move in.

How every figure on this page is sourced and dated

Every rule above links to the Housing & Development Board page it came from, with the date it was read. Nothing here is written from memory.

Durations are described as typical ranges rather than promises, because they depend on scope. The permit window is the only fixed date on this page.

What we do not claim

No badge, no rating, no testimonial and no project gallery. A programme is easy to promise and hard to prove, so this page promises nothing it cannot date.

The images are generated illustrations and say so in their captions. The durations are typical ranges, and the only fixed date is the one HDB grants.

  • No completed project is shown, because none is ours to show.
  • No renovation loan is arranged or brokered here.
  • BTO Renovation SG works across Singapore and publishes no reviews.

What happens after you send the form

Tell us which BTO project, which flat type and when key collection is. We reply within one working day with a scope discussion and an indicative cost band.

  • Which block, so the works window can be dated.
  • Whether hacking is in scope, because it sets the hours.
  • Whether the Notice of Renovation will need to go up soon.

Bring the renovation quotation you already hold if you have one. An itemised quote tells us more in a minute than a description does in ten.

Questions people ask

Who is allowed to renovate an HDB flat?

Only a firm listed in HDB's Directory of Renovation Contractors, under the Housing and Development (Renovation Control) Rules 2006. That applies even to works that need no separate HDB approval.

What are the permitted renovation working hours?

General works such as plastering, painting and laying floor screed run Monday to Saturday, 9am to 6pm, and never on Sundays or public holidays. Restricted works such as demolition, removing wall or floor finishes and cutting tiles run Monday to Friday, 9am to 5pm only.

Are there days when noisy work is banned outright?

Yes. Restricted works are banned on Saturdays, Sundays, all public holidays and the eves of New Year’s Day, Chinese New Year, Deepavali, Hari Raya Puasa and Christmas Day.

How long do I have once the permit is granted?

Three months for a newly completed block and one month for an existing one, counted from the date the permit is granted rather than the date work starts.

What is the penalty for breaking the renovation rules?

A fine of up to S$5,000 on conviction plus other penalties, and the liability attaches to the flat owner as well as to the contractor.

Can a structural wall be removed?

No. Structural walls, beams and columns are never removable, and any permitted demolition needs written approval before it starts.

What notice do my neighbours get?

Neighbours within a radius of two units must be given written notice at least five days before renovations begin, and the Notice of Renovation is displayed outside the flat throughout the works.

How do I check any of this myself?

Every rule on this page links to the HDB page it came from, with the date it was fetched. Check it directly rather than taking our word for it.

What does this cost in practice?

Reported bands run S$25,000 to S$50,000 for a 3-room flat and S$30,000 to S$65,000 for a 4-room (InteriorDiary, published 2025-11-07). These are reported ranges from a named publisher, not a quote for your flat.

Do you publish package prices?

No. This site publishes sourced, dated cost ranges as editorial content. A price for your flat only comes from a scope discussion after you send the form.

How long does a BTO renovation usually take?

The regulated limit is three months in a newly completed block, counted from the date the permit is granted. That is a maximum, not an estimate of your job.

What is the typical timeline for renovating an HDB in Singapore?

Planning before handover has no time limit and is where most of the decisions belong. Once the permit is granted the clock is one month in an existing block and three in a new one.

What time is renovation allowed in HDB?

General works run Monday to Saturday 9am to 6pm. Restricted works run Monday to Friday 9am to 5pm only, and are barred on public holidays and five festival eves.

How long does a BTO renovation take?

The regulatory ceiling is 3 months from the date the permit is granted for a newly completed block, and 1 month for an existing block.
